Innovation Pioneers Manual & Montclair Win DPS Backing, Move to State Board

When I say “Top o’ the mornin” to you today, I really mean it. Good news! What is it, you say? Yesterday I hoped out loud that the Denver Public Schools board would make the right decision about the state’s first two “innovation school” proposals. Well, sometimes your hopes and dreams do come true. At least, so reports Rebecca Jones for Ed News Colorado: By a 4-3 vote, the board agreed to forward the proposals from Manual High School and Montclair School of Academics and Enrichment on to the state Board of Education, which will consider the requests on Thursday. If approved – and state officials have already indicated they feel the schools’ proposals are in order – Manual and Montclair will be given broad leeway to waive district policies and union contract provisions on everything from staffing to scheduling to teacher compensation. They will have many of the same freedoms as charter schools, but unlike charter schools, will still be directly accountable to the DPS board. More High-Quality Choices? Denver May Be on Verge of Major Breakthrough

Today’s big education story in the Denver Post suggests we may be on the verge of some major innovative developments that promote consumer choices and academic excellence: This morning, the Denver School of Science and Technology charter school will announce that it plans to open four new schools over the next five years. And this evening, Denver’s school board will vote on whether to allow Manual High and Montclair Elementary to become the state’s first “innovation schools.” The designation would give them charterlike freedoms to hire and fire and set their own calendars…. High-performing West Denver Preparatory Charter School hopes to add two middle schools in northwest Denver; the Cesar Chavez Academy organization based in Pueblo will try to open its first Denver school; and Knowledge Is Power Program, or KIPP, wants a middle school on the west side that will feed its high school opening this August. Organizations also are forming to help support the creation of new schools in DPS. The Walton Family Foundation — a K-12 education-reform charity established by Wal-Mart magnate Sam Walton — is focusing on Denver. Still Upset about D.C. Voucher Kids, At Least Arizona Got Some Good News

So I just started cooling down a bit from yesterday (I assure you, no Legos were thrown … at least not directly at anybody). Then I watched this Fox News clip about the U.S. Senate trying to take away vouchers from people like Mercedes Campbell (H/T Edspresso): That Glenn Beck guy? I can tell he feels like I do. Jeanne Allen explains what’s at stake so eloquently. And then I’m just left feeling bad for Mercedes and the 1,700 other kids in Washington, D.C., whose scholarships are at stake. Are you outraged yet, too? After taking a couple deep breaths, I had to go around and look for some good news, and found this: “Appeals Court Rules School Choice Program is Constitutional”. At least the 1,947 kids benefiting from Arizona’s corporate tax credit program have won a victory. And I don’t have to consider throwing Legos at any judges. That could probably get me in trouble, anyway.

Senate Vote Against D.C. Scholarship Kids Makes Me Want to Throw Legos

Way to go, U.S. Senate. You made a 5-year-old boy cry. How dare you vote to take away scholarships from D.C. kids who really need them! Have you seen these kids? Even the Eduwonk – no big fan of vouchers – says “the spectacle of forcing the kids to leave their schools before they age out is pretty cold-hearted.” Uh-huh. Fifty-eight U.S. Senators – including Colorado’s own Michael Bennet and Mark Udall – have decided to spend billions on wasteful pork projects, but can’t spare anything to keep 1,700 students from exercising the choice to enroll in a better school. And to think I’ve said nice things about Mr. Bennet before. I’m thinking about taking it back. Andy Smarick at the Flypaper blog asks: “Why are they doing this?” He makes some very good points, and I have to agree with him. But really, I’m just plain mad right now. I’ve even thought about throwing some of my Legos at the next U.S. Senator who comes my way. (Not that many ever have, mind you.) Will President Obama show the Senators who’s in charge? Tenure Reform Would Be Another Good Idea for Obama & Colorado to Embrace

President Obama made some remarks about education yesterday, and my Education Policy Center friend Ben DeGrow got a chance to respond in this piece from Face The State: Ben DeGrow, education policy analyst for the Independence Institute, said he is glad to finally see Obama taking a strong position on education. “Obama the candidate and Obama the President has been all over the place on education reform, and it’s been hard to pin him down,” said DeGrow. “The comments in [Tuesday’s] speech are mostly promising, and we need to hold him to those comments.” [link added] In the Face the State piece, State Board of Education chairman Bob Schaffer also raised the point that Obama has given no indication of wanting to help stop an effort by Democrats in Congress to take away private tuition scholarships from poor kids in the nation’s capital. Still, the President’s message yesterday was largely on the right track. Among the less traditionally Democratic education reform ideas Barack Obama embraced are charter schools, accountability, and teacher performance pay. Colorado Charter-Friendliness Gets a B, As 41,000 Students Wait to Get In

I don’t know about you, but some parents give their kids money for getting certain grades on a report card. Not mine (at least they tell me they’re not going to), but that’s a different story. If Colorado were getting money based on how well it treated charter schools, how would it do? The Center for Education Reform‘s new report Accountability Lies at the Heart of Charter School Success says Colorado’s charter school law merits a B. Only eight states do better. Further, though our state’s charters receive significantly less funding than their other public school counterparts, their overall performance is commendable: In 2007, 74 percent of charters made federal accountability targets of Adequate Yearly Progress (AYP) while only 59 percent of conventional public schools did the same. Charter middle schools in Colorado are making the grade as well. In 2006, 55 percent of middle school charters were rated excellent or high by the state Department of Education, compared with 41 percent of conventional public middle schools.

As DPSRS-PERA Merger Looms, Come March 20 to Independence Institute to Learn About K-12 Pension Compensation

That didn’t take long. The Rocky Mountain News is no more, but education reporter extraordinaire Nancy Mitchell is back. Hopefully the first of many, she has posted a lengthy piece on the proposed merger of the Denver Public Schools (DPS) and state PERA retirement systems. DPS officials are pushing the discussion forward, saying that the current set-up costs them funding that could be used in the classrooms: “We pay $685 more per pupil per year in pension and retiree costs than any of the other 177 school districts in Colorado,” [superintendent Tom] Boasberg said, “which comes out to $47 million more per year … “Translate that into teachers, that’s 700 or 800 teachers, that’s a reduction in our class size of 15 to 20 percent. Every class that has 30 students would be a class of 25 students.” Unfortunately, this article didn’t delve into the costly problem that University of Colorado at Denver professor Michael Mannino highlighted in his recent Independence Institute report Deferred Retirement Compensation for Career K-12 Employees: Understanding the Need for Reform (PDF). Bromwell Elementary Issue Makes the Case for Expanding School Choice

The Denver Post‘s Jeremy Meyer reports today on the latest from the Bromwell Elementary controversy: Parents who skirted district rules to get their children into a high-performing Denver school must go through the choice process for next year, a school committee said. Bromwell Elementary’s collaborative school committee met Wednesday to decide what to do with students from outside of the neighborhood who did not follow the district’s enrollment procedures. In one instance, a family enrolled by using a grandparent’s address. The committee said students who failed to prove they live within school attendance boundaries must enroll through the district’s choice process, which operates on a blind lottery. Superintendent Tom Boasberg must approve the recommendation. First, let me say that Denver Public Schools appears to be fairly treating people who tried to cheat the system. It isn’t right when one of my friends tries to move my checkers when I’m not looking, and it isn’t right for people to pretend to live at a different address so they can enroll their child into a different school. But the conversation can’t end there.

Can Grover Help Us to Learn the Difference between Public and Private?

Yesterday one of my friends at the Colorado Spending Transparency Project wrote about a state legislator who had trouble figuring out the difference between public and private. My first thought was to call in the lovable and furry Grover, who is very good at helping to highlight contrasting words and ideas. Arne Duncan's Remarks Stir the Pot on Proposal to Roll Back D.C. School Choice

The political saga of undoing educational choice and opportunity in Washington D.C. continues. It got more interesting yesterday when the new Secretary of Education Arne Duncan told a reporter that he was taking a different position on the voucher program in the nation’s capital than Congressional Democrats who are currently threatening to pull the plug on it: Duncan opposes vouchers, he said in an interview with The Associated Press. But he said Washington is a special case, and kids already in private schools on the public dime should be allowed to continue. “I don’t think it makes sense to take kids out of a school where they’re happy and safe and satisfied and learning,” Duncan told said. “I think those kids need to stay in their school.” Initial reactions have run the gamut.
