My friend Dan Willingham did not wonder in his post &quot;if school choice might be a bad policy because many parents won’t make the &#039;rational&#039; decision.&quot;  He wondered if the argument made sense that school choice would create a rising tide that would improve overall school quality.  That&#039;s not anything like asking if choice is a bad policy.
