I'd bet good money they are tied to lobbyists who want money for something else, like more defense spending! Do that research and I will believe you, until then it's just hot air! I have had 2 children in early education and I can say with out a doubt it has helped them immensely! I don't really give a rats ass what some report says that is probably corrupted anyway!
