For some people, the term “productivity” doesn’t belong in K-12 education discussions. They think it’s too scary because it sounds like businesses that make money by selling goods or services. And we know that while education could learn a few more things from the competitive world of independent businesses, the two spheres don’t perfectly equate. But let’s not freak out here. We’re talking about large sums of public tax revenues in K-12 education. Having a good way to measure how effectively that money is being spent recognizes an important reality. It’s not the be-all and end-all of the K-12 world, by any means, but it does provide a valuable indicator. Come on now, don’t think it’s just me harping on about measuring “productivity” in education. Ask the Center for American Progress (CAP), which just released the 2014 update of “Return on Educational Investment: A District-by-District Evaluation of U.S. Educational Productivity”:

Denver State's New Largest School District; Falcon 49 Open Enrollment Soars

Yesterday we officially learned how many students showed up to Colorado public schools at the beginning of October. The enrollment figures made a little bit of a splash. Why? The news that for the first time in many years Jefferson County R-1 no longer serves the most students. But just barely: As expected, the new count put Denver Public Schools in the top spot with 86,043 students, ahead of the 85,983 in Jeffco, which has been the state’s largest district for several years. Guess that means I have to start getting used to saying that DPS is Colorado’s largest school district — at least for this year. Chalkbeat interestingly points out that Denver didn’t have the largest percentage gain from 2012-13. It was another district I’ve told you about quite a bit.

A Colorado Digital BOCES? Leave the Creative Ideas to Innovative Falcon 49

Intriguing. The Colorado Springs Gazette today reports that some of the region’s leading education innovators have proposed a new idea to provide specialized oversight and support to online learning programs: The Falcon School District 49 school board is expected to vote Thursday on a proposal that would create a collaborative education organization that could charter and provide services to online schools statewide. The concept was pitched to the board last week. D-49 would not have oversight of the proposed Colorado Digital Board of Cooperative Education Services (BOCES), but appeared poised to jump start the organization’s creation. District officials said D-49 would not benefit financially from the entity. The digital BOCES would focus on blended and online learning programs across the state, said Kim McClelland, D-49’s iConnect Zone Leader. It would charter online schools, instead of districts being responsible, she said.

Falcon 49 Moves Forward on Teacher Career Track Innovation: A Delicious Idea

Just when someone might think the innovation process in Falcon School District 49 has stalled out (just one school got rid of tenure so far?), here comes a pie in the face. Not a yucky key lime pie in the nostrils, mind you, but a delicious chocolate cream pie surprise that you can lick off your lips. The Colorado Springs Gazette reports yesterday that District 49 is actively working to change teachers’ professional career track: “If you’re a great teacher, in order to progress you have to go outside that environment and become an administrator,” said board Vice President Christopher Wright. Wright said he wants the district to create a professional development program where teachers are responsive to classroom needs, and where teacher training programs work consistently with schools to make ongoing improvements.

Six Falcon 49 Schools Win Innovation Status as Board Nears Important Crossroads

About six weeks ago I shared with readers that the Falcon School District 49 innovation plan was nearing a crossroads. That crucial time may now be upon us. As reported in the Colorado Springs Gazette, the Colorado State Board of Education yesterday unanimously approved requests to give six District 49 schools official innovation status: “Innovation is here to stay,” said Bob Felice, Innovation Zone leader/assistant superintendent, adding that the plans grant a lot of autonomy to teachers and parents. Yesterday’s Board votes bring the list of innovation schools to 33, including 24 from Denver Public Schools and now the following six from Falcon 49:

Can We Put the Schools "in Charge"? Colorado's Falcon 49 Shows a Different Way

A good thought-piece to read this week is John Katzman’s new Education Week article “Putting the Schools in Charge.” While I don’t agree with everything in the piece, the author has a laudable vision about sweeping systemic K-12 changes and makes some very sound assessments of the best ways to get there. And as I so often like to do, his main point particularly has a strong Colorado connection worthy of highlight. First and foremost, Katzman recommends sparking needed innovation by giving more power to school-level leaders, including greater choice over how and where they purchase central services: Right now, every state distributes state and federal funds to districts; in turn, the districts distribute funds to schools. Imagine that states instead channel funds directly to schools and require that the schools contract with a school support organization (SSO) for an array of services similar to what its district’s central office now provides….

Trimming Bureaucracy, Adding Military School?: Latest Falcon 49 Innovation

The state’s most under-reported K-12 education story of the year — at least under-reported outside Colorado Springs — remains the deep and fast-paced innovation efforts in Falcon School District 49. Thankfully, reporters at the Gazette continue to keep tabs on developments. I wanted to share the latest two with you. In one key cost-saving move, the District 49 board further streamlined bureaucracy by consolidating positions and converting two key administrative posts from employees into contract jobs. Then yesterday the Gazette reported that leaders were floating the idea of opening a military academy, among the many innovations being considered and implemented.

Falcon 49 Takes Another Noteworthy Bold Step in Following Innovative Path

About four weeks ago I raised the question about Falcon School District 49’s school buses at the State Capitol stunt: Are they serious about tough decisions ahead? Well, in a story reported this week by the Colorado Springs Gazette‘s Kristina Iodice, the answer appears to be Yes: A staffing plan that eliminates 143 jobs, including teaching positions, in Falcon School District 49 was approved Wednesday by the school board. Board members also voted to reinstate the Transportation Department as fee-for-service operation with no budget other than the money necessary to bus special education students. That vote caused the crowd at Falcon High School to erupt in applause. After that cheerful moment, Chief Education Officer Becky Carter delivered her staffing plan, which was approved but not released Wednesday. It eliminated 108 positions in schools; 16 in learning and pupil services; 10 in special education; six in facility maintenance, and three 3 in other/administration. Of course, Falcon 49 is the 15,000-student school district in the Pikes Peak region that’s pursuing innovation district status. Falcon 49 School Bus Capitol Photo-Op: Serious About Tough Decisions Ahead?

There are plenty of gag April’s Fools news stories floating out there this morning (my wishful-thinking favorite so far is Edspresso’s “Obama Administration Flips on School Vouchers”). But confusing as it may be, this story is legit: The same Falcon District 49 I lauded for taking a step towards more productive spending, the same district my Education Policy Center friends recently visited for an innovation meeting — yes, even the same Falcon that inspired me to write about the Cookie Monster — is behind this bizarre stunt. Falcon 49 Parents, Teachers, District Leaders Convene Around Innovation

Has it really been a whole month since I wrote about the Falcon 49 innovation plan — not to mention the Cookie Monster? Time flies. Next thing you know, I’ll blink and turn 6. Anyway, over the weekend, we saw one of the first promising signs that the district’s innovative reform is gaining traction. The Colorado Springs Gazette reports on a gathering of key players in the Vista Ridge community: Teachers, parents and district employees at the district’s first “Innovation Convention” mulled110 ideas including tapping Google for online tools including e-mail, changing teacher evaluations and scheduling more time for planning and collaboration. As Falcon pursues streamlining the administration and bringing power down to the building level, these conventions can play a critical role in making the schools more productive, responsive and focused on student needs. Yes, one meeting doesn’t begin to solve every problem. But among other things it does get the process rolling toward identifying specific waivers that should be requested under the Innovation Schools Act — such as costly job protections for ineffective teachers.
