The state’s most under-reported K-12 education story of the year — at least under-reported outside Colorado Springs — remains the deep and fast-paced innovation efforts in Falcon School District 49. Thankfully, reporters at the Gazette continue to keep tabs on developments. I wanted to share the latest two with you. In one key cost-saving move, the District 49 board further streamlined bureaucracy by consolidating positions and converting two key administrative posts from employees into contract jobs. Then yesterday the Gazette reported that leaders were floating the idea of opening a military academy, among the many innovations being considered and implemented.

Falcon 49 Moves Forward on Teacher Career Track Innovation: A Delicious Idea

Just when someone might think the innovation process in Falcon School District 49 has stalled out (just one school got rid of tenure so far?), here comes a pie in the face. Not a yucky key lime pie in the nostrils, mind you, but a delicious chocolate cream pie surprise that you can lick off your lips. The Colorado Springs Gazette reports yesterday that District 49 is actively working to change teachers’ professional career track: “If you’re a great teacher, in order to progress you have to go outside that environment and become an administrator,” said board Vice President Christopher Wright. Wright said he wants the district to create a professional development program where teachers are responsive to classroom needs, and where teacher training programs work consistently with schools to make ongoing improvements.

Six Falcon 49 Schools Win Innovation Status as Board Nears Important Crossroads

About six weeks ago I shared with readers that the Falcon School District 49 innovation plan was nearing a crossroads. That crucial time may now be upon us. As reported in the Colorado Springs Gazette, the Colorado State Board of Education yesterday unanimously approved requests to give six District 49 schools official innovation status: “Innovation is here to stay,” said Bob Felice, Innovation Zone leader/assistant superintendent, adding that the plans grant a lot of autonomy to teachers and parents. Falcon 49 Parents, Teachers, District Leaders Convene Around Innovation

Has it really been a whole month since I wrote about the Falcon 49 innovation plan — not to mention the Cookie Monster? Time flies. Next thing you know, I’ll blink and turn 6. Anyway, over the weekend, we saw one of the first promising signs that the district’s innovative reform is gaining traction. The Colorado Springs Gazette reports on a gathering of key players in the Vista Ridge community: Teachers, parents and district employees at the district’s first “Innovation Convention” mulled110 ideas including tapping Google for online tools including e-mail, changing teacher evaluations and scheduling more time for planning and collaboration. As Falcon pursues streamlining the administration and bringing power down to the building level, these conventions can play a critical role in making the schools more productive, responsive and focused on student needs. Yes, one meeting doesn’t begin to solve every problem. But among other things it does get the process rolling toward identifying specific waivers that should be requested under the Innovation Schools Act — such as costly job protections for ineffective teachers. Your Chance to Say "Yes" to Falcon 49's Bold, Cost-Saving Innovation Plan

Colorado Springs Gazette editor Wayne Laugesen posted a great piece last night urging citizens to give District 49 leadership a chance with its bold plan that favors students over bureaucrats: The school board has decided the large district will go forward without a superintendent — an experiment educators are sure to watch throughout the United States. If Colorado Department of Education officials approve the district’s anticipated application to become an “innovation” district, a chief executive officer will oversee the education program with less authority than a superintendent. Other day-to-day responsibilities, traditionally managed by a superintendent, will shift to principals, teachers and others directly in contact with students. It’s a decentralization plan, designed to focus resources more directly on students and those who work with them. It’s the Marine Corps approach, in which all personnel work the trenches. You can read his piece and then vote on the question: “Do you support D-49 in eliminating top administrative positions, including the Superintendent?” I hope you join me in choosing the first option: “Yes, it’s a good idea.”

Report Card Skirmish: Falcon High School's Standards-Based Grading

What’s in a grade? Strange question, I know. From my perspective, a good report card means praise and, if I’m lucky, a cookie or a new toy. Bad grades mean I get a “talkin’ to” from my parents. Those aren’t all that fun. For my parents, report cards are an important way to track how I’m doing, see where I might be struggling, and quantify my improvements. But do the grades on my report card tell a fully accurate story? Some districts don’t think so. Across the country, schools and school districts are experimenting with something called standards-based grading. This system of grading ties student grades not to a percentage of points earned in a class, but to competence when it comes to specific standards. Check out the video below for a brief overview of the arguments for standards-based grading. Sounds pretty good, right? But as with all things related to education, stuff may be more complicated than it seems. Think Outside the Box, Young Man: Greeley Takes Interest in K-12 Innovation

There’s a growing appetite to change the way schools run and learning is delivered at the local level. The forward-thinking innovative programs of Douglas County and Falcon 49 have raised interest in a number of areas. One of those school districts is Greeley 6 in northern Colorado, which my Education Policy Center friend Ben DeGrow has just highlighted in a brief new issue backgrounder: Northern Colorado’s Greeley Public Schools serves a challenging population of nearly 20,000 enrolled students. Receiving nearly $9,000 per student, the district has achieved unacceptable academic results–including low performance on state assessment tests, high remediation rate for graduates, and a decline in the district’s accreditation rating.

Identifying the Good Kind of Disruption in (Colorado) Blended Learning Innovation

When is it okay to be disruptive in class? Most teachers rightly would frown on the idea of little whelps like me acting out or speaking out of turn when a lecture or other class instructional activity is taking place. But disruptive innovation via the blended learning strategy is an entirely different matter. I’m talking about the future! In recent weeks I’ve introduced you to an innovative idea to provide oversight of expanded access to digital learning opportunities in Colorado, explained why the school finance tax proposal coming to a ballot near you missed the chance to break out of the 20th century, and highlighted how blended learning models can benefit teachers. But as usual, the good folks at the Clayton Christensen (formerly known as Innosight) Institute now have me thinking even a little more deeply how technology, policy, and practice very well could merge to transform the way learning takes place. Looking to the Next Wave of Learning Innovation, and Doing It "My Way"

How many education programs do you know that make Frank Sinatra songs pop into your head? At least that’s what some of the big people I know tell me. (H/T Ed News Colorado) Well, the Colorado Springs Gazette‘s Carol McGraw today featured such an online program from the Widefield School District that is tailored to families looking for options: D3 My Way, unlike some programs, allows students to take nine-week blocks, so not as many courses have to be taken at once. It’s been a boon for military families, athletes in training, older students who must work, children with medical issues, those needing a personal learning environment, and others who find the flexible schedules and studying at their pace ideal.

A Colorado Digital BOCES? Leave the Creative Ideas to Innovative Falcon 49

Intriguing. The Colorado Springs Gazette today reports that some of the region’s leading education innovators have proposed a new idea to provide specialized oversight and support to online learning programs: The Falcon School District 49 school board is expected to vote Thursday on a proposal that would create a collaborative education organization that could charter and provide services to online schools statewide. The concept was pitched to the board last week. D-49 would not have oversight of the proposed Colorado Digital Board of Cooperative Education Services (BOCES), but appeared poised to jump start the organization’s creation. District officials said D-49 would not benefit financially from the entity. The digital BOCES would focus on blended and online learning programs across the state, said Kim McClelland, D-49’s iConnect Zone Leader. It would charter online schools, instead of districts being responsible, she said.
